Xi Jinping Continues to Attend the 32nd APEC Economic Leaders' Informal Meeting

On the morning of November 1, 2025 (local time), President Xi Jinping attended the second session of the 32nd APEC Economic Leaders' Informal Meeting in Gyeongju, the Republic of Korea, and delivered an important speech entitled Jointly Forging a Sustainable and Brilliant Tomorrow.

President Xi Jinping pointed out that at present, the new round of scientific and technological revolution and industrial transformation is advancing in depth, opening up new prospects for human society. Meanwhile, the momentum of global economic growth is insufficient, the global development deficit is expanding, and challenges such as climate change, food security and energy security are worsening. All APEC economies should strengthen mutually beneficial cooperation, seize new opportunities, address new challenges, and jointly create a sustainable and brilliant tomorrow.

President Xi Jinping put forward three proposals:

First, strengthen digital and intelligent empowerment to cultivate new advantages for APEC's innovative development. We should give full play to the driving and enabling role of new technologies, seize the opportunities brought by digitalization, intellectualization and green transition, and accelerate the cultivation and development of new quality productive forces. We need to promote the safe and orderly flow of data, deepen cooperation in open-source technology and open cooperation, and build a competitive open innovation ecosystem. Bearing in mind the well-being of all mankind, we should promote the sound and orderly development of artificial intelligence (AI) in a direction that is beneficial, safe and equitable. China proposes establishing a World Organization for Artificial Intelligence Cooperation to provide public AI goods for the international community. It is ready to work with all APEC members to jointly improve people's AI literacy and bridge the digital and intelligent divide in the Asia-Pacific region.

Second, adhere to green and low-carbon development to create a new model for APEC's sustainable development. We should take responsibility for future generations, enhance the alignment of green development strategies, promote the free flow of high-quality green technologies and products, accelerate the green and low-carbon transformation of development models, and actively address climate change. Since announcing its carbon peaking and carbon neutrality goals, China has built the world's largest and fastest-growing renewable energy system, submitted its 2035 nationally determined contributions for tackling climate change, and will fully implement the dual-control system for total carbon emissions and carbon intensity.

Third, implement inclusive sharing to demonstrate a new look of APEC's inclusive development. We should always put people first, strengthen policy coordination, experience sharing and practical cooperation, fully implement the UN 2030 Agenda for Sustainable Development, work together to eradicate poverty, and promote common prosperity for all people in the Asia-Pacific region. We should give full play to APEC's traditional advantages in economic and technological cooperation to support developing economies in achieving balanced development. China will accelerate the improvement of a population service system covering all groups of people throughout the whole life cycle, promote high-quality population development, and push for the implementation of initiatives such as using AI to boost healthcare and improving women's digital literacy, so that more cooperation outcomes can benefit the people of the Asia-Pacific region.

The meeting issued outcome documents including the 2025 APEC Leaders' Gyeongju Declaration, the APEC Artificial Intelligence Initiative and the APEC Framework Cooperation Document on Addressing Demographic Changes.
