The China International Investment Promotion Agency (hereinafter referred to as "CIIPA"), a national-level investment promotion institution with independent legal person status, was formally established on July 25, 2006. It was approved by the State Council and registered with the Ministry of Civil Affairs.
CIIPA is a non-profit social organization composed of investment promotion institutions, investment promotion departments of development zones, enterprises, financial institutions, investment institutions, professional service institutions, relevant public institutions and social organizations, research institutions, and experts/scholars from across China.
CIIPA’s mission and responsibilities are as follows:

Implement China’s national investment promotion strategies of "Bringing In" and "Going Global".

Establish a national investment promotion platform and industrial investment promotion mechanisms, set up multilateral and bilateral investment promotion cooperation mechanisms, and build cooperative partnerships with relevant international organizations.

Conduct activities to promote investment and trade cooperation between China and other countries/regions.

Advance the implementation of the Belt and Road Initiative.

Promote investment and trade cooperation between the Chinese mainland and the Hong Kong Special Administrative Region, the Macao Special Administrative Region, as well as between the Chinese mainland and Taiwan.

Analyze new trends and models of global cross-border investment, study investment policies and regulations of other countries/regions, conduct research on China’s investment environment, compile reports, release information, establish databases, promote diversified investment promotion products, and organize various forms of investment promotion activities.

Provide effective services and solutions for foreign enterprises investing in China, Chinese enterprises investing overseas, Chinese and foreign enterprises cooperating in third-country investments, and investment cooperation between China’s eastern, central, and western regions.

Provide coordination, consulting, information, and training services for members.

Provide services such as investment environment assessment and improvement plans, market research, professional training, project evaluation and promotion, and investment promotion activity planning for governments, industrial parks, enterprises, and relevant institutions.

Represent members and enterprises to reflect issues encountered in investment and operations to relevant government departments, and put forward suggestions for improving the investment environment.

Fulfill social responsibilities and safeguard the legitimate and proper rights and interests of members.

Undertake tasks assigned by government departments and handle other matters related to CIIPA’s mission.

CIIPA has also set up liaison offices in regions including the Yangtze River Delta, Beijing-Tianjin-Hebei, and Guangdong-Hong Kong-Macao Greater Bay Area. Currently, it has approximately 660 members.
